Strange, this never happened to me are you using the Android app?
Disconnecting outside the wild should be instant logout, problem with wild is people can DC by exiting to escape pkers. 10 seconds seems reasonable though, that's the same time as teleporting after combat.
No Im using a laptop.
I dont see how changing it to 10 second logout would be a problem. The pking has been made too easy anyways and heres why.

If youre pking flats and your opponent gets away you can still chase your opponent and mage him without stopping/losing a square every time you mage. If you fail a catch that sucks and should be your fault. Instead you still have a decent chance to mage someone dead without stopping. And while doing so theres a huge chance someone might run into NPCs. Cant really confront someone who decides to log out.

The catching is made too easy. Obviously you dont need a PID like you did in RSC which is good. Thats already a huge advantage compared to real RSC. But theres no "stoppings" or "backsteps" like in RSC. . You only stop if you attack too early before the hp bar disappears. Not even worth mentioning that 15-17 years ago people had really bad internet connections and no one could really 1 square catch in 2001-2002. The only people being able to do so were the ones from UK. Thats why the pkers who were considered the best were all from UK. In RSC if you hold the attack/trade/follow menu open for too long you run the opposite direction or stop. Im not familiar with the programming side of things but right now its too easy to pk on def based pkers. The chance you fail a catch without really having to eat too much is very low. Would like to see it made more challenging. Just like in RSC the combat system was pretty random and the pking part was so much harder. For first 1.5 years of RS it was impossible to run diagonal at first without choosing the lowest java option when trying to load RS. Instead, you would run "stairs" like pattern. God it was so fucking hard to PK and being a good PKer actually meant something.
This is what deep down every pker wants. A skill based challenge.
