Works fine for me, on PC.
What about them isn't working for you (how to replicate?), and on which device are you playing? (did you update to the latest version?)

It only worked for me with hold and choose enabled. The solution is a toggable organize mode. Where you can right click and have a "select" items option so you can select it to insert/swap.

Edit: to add to this, hold and choose makes no difference anymore. You simply can not long press to select bank items for organizing anymore.
