I don't think inactive accounts should be removed from the highscores, if that is what you are suggesting. An accomplishment is an accomplishment and shouldn't disappear just because someone might get busy irl, etc.

BUT, maybe accounts that are inactive for a certain amount of time show up in a different colour on the highscores, or are somehow marked?

Sometimes you will never know the true value of a moment until it becomes a memory.
RSC - gone, but never forgotten.

Ooh, that's a really interesting idea! slightly more faded colours to check the current competition!
I guess revealing how dead some highscores are could also be seen as a downside tongue
