no. there is a mad zamorak guy in edgy that you can pay money to equip quest items like d long/axe rune plate klanks and im sure other stuff i have not looked at

Yes, you do, with one exception.

Mad Zeonk in Edgeville (or Lumbridge), who caters to PKers, will sell the 'rights' to use the axe for a few million coins.
