Can't login with launcher.

Can't finish login.
Game launcher not offering play button; download new files indicator bar starts, stops; repeats not completes.
Can't download replacement launcher from RSCR website because:
""Opening DesktopLauncher.jar"
"/Users/admin/Desktop/i3e8StgB.jar.part could not be saved, because the source file could not be read.""
No problem with logins other RSC servers.
Trashed user files.
Trashed client.
Did not solve.

Can you run the Launcher as administrator, maybe permissions arent available
