Connection/launcher issue.

I posted the other day about the launcher getting hung up downloading [SPRITES.RSCD]

The launcher or the files were never the problem, it is my ISP or firewall.  I found this out, because my phone app was doing the same thing until I took it of Wifi and just used the tower to let the launcher download the files, when I turned the Wifi back on the problem came back.

Here is the big issue, I can't get into my router and make exceptions, because it is a modem/router that only the ISP field techs can get into and I have turned off my firewall and windows defender and it is still not downloading.

Am I boned, when it comes to desktop play?
