To give some context, Jedi suspected that Pluto made a character build that would not be possible without abuse taking place. No one is above reproach on our staff, we keep everything transparent if it is feasible to do so, and we take all reports of possible rule-breaking seriously. I said I would investigate and I have.

My investigation went in three directions: into the backend on my own, through the chain of command, and to the staff as a team. These three sources converged to paint an accurate picture. My findings are as follows:

1) The stats in question were not gained through bugs, mod commands such as resetting a quest to gain xp rewards multiple times, or through admin commands such as setting stats outright. The method used turned out to be legitimate, tried-and-true. It involved a double xp event and hotspot control while completing a quest that gives a lot of hits xp, and using a subscription to reduce other stats. There are many cases of players doing this.

2) In the case of deleting a character so the owner can use the name on a new character, this is not against the rules if it is requested by the account owner and executed by an administrator. The reason that players cannot delete their own characters is for security purposes. Since the action was requested by the account owner, security was not compromised.

3) All bans, especially bans that are appealed, are reviewed by the staff as a whole including n0m. We are careful to ensure that when a ban is issued, it is justified by the plain language of the community rules and that no other considerations interfere with our adherence to the plain language therein.

Since n0m is higher up on the chain of command than Pluto, you can PM him if you have any additional complaints about Pluto. I found no indications of wrongdoing in this case.
