I would say idea 1 because the events that where hosted where kinda hectic. But I would love a new item or holiday quest

Id like idea 1 considering i no lifed on christmas with 70+ hours n never got a present from npcs nor the random 30 min drop

Both are ideas work great - obviously option 1 is waaay more work for you guys.

The rare drops is fair too. It will be interesting how you design the quest to prevent multiple accounts from getting the prizes that are not legit accounts.

The rare drops are always a safe and exciting ways to seek rares.

Idea one is slightly better, could use two fixes:
1) limiting enrollment in the quest to 1 char per IP.
2) I am very new to the server but wont a guaranteed cracker reward cause phats to become very cheap, counter to traditional rscrevolution? Instead, every 30 minutes, a cracker should be randomly assigned to someone who has completed the quest and hasn't gotten a cracker yet.

Either idea is fine for me... I'll just adapt.

But... because I'm a grinder I'll go with option #2.

New item!!!! We were told no more hats would be added t the game. PLEASE Keep your word.

I'm OK with idea 1 or 2 as long as the drop rate isn't 1 in 9000 again.

Idea 2 seems like you'll get more of the new items into the game though, especially if you implement requirements on idea 1.
I feel the Christmas event was a fail. I got 1 item and played all week. The 1 item I got, I earned via a pk event. NO where near being able to wear a set.
