I was thinking, the only bank on that entire island is in a little village all the way to the south.  It might not be used very often but wouldn't it make sense to add a bank in Brimhaven seeing as there are fishing and mining spots and the volcano?  Sure beats going to and from Ardougne if you are taking advantage of the gold or lessers (or fishing dock if that floats your boat.  Pun intended.)
