With a platinum sub you can reduce a stat from 99 to 1. You would have to speak to Terror or Mod T though.

single sub or debuff may not be capable of reducing a stat all the way back to 1. Instead, it may lower the stat by a certain percentage or a fixed amount. Other games may allow for more significant reductions, potentially reducing a stat to its minimum value.
