Sorry to go offtopic but yea I too don't understand why global shoutout was ever removed to begin with. It needs a toggle though.

I'll bug Kleio about it next time I speak to him and find out if there was a good reason to remove it. I don't honestly remember it at rev but have seen it at other servers.
