I buried it above the salty storefront. I've tried upstairs of the archers shop in catherby and the upstairs of the bar and general store in Port sarim. Any information is greatly appreciated!

Try  Gerrant's Fishy Business in Port Sarim or Harry's Fishing Shack in Catherby or fishing guild? not sure if any of those have upstairs..but "salty storefront" sounds like a fishing one to me.

Found the spot port khazard, upstairs general store, east sqr next to ladder.
