are you sure you're reading the clue properly? it's an equipment type clue.

tea stall guy in varrock. dont think you need to equip anything.
but if u have to. try green gnome boots

*sigh* i'm sure its not the tea seller. I tried talking to him, using clue scroll with him, and using spade to dig all around him wearing the only green gnome boots I could find.

Wiki says you only encounter him during the fight inside of the arena
Does his base require the helmet and chain to go in?

Edit: a kharzard helmet and chain spawn have been added. Thank you staff!!!!

You're able to get that equipment even after completing the quest.

You're able to get that equipment even after completing the quest.

The cuboard actually wasn't working for anyone but there has been a spawn added on the table right next to it

Guardscupboard didn't give the armor after completing the quest, that's why I added the spawn for now until we fix the cupboard on restart. If there are any other ones like that I'll do a similar fix until we replace those clues.
