don't know about necessary but it's most likely the best option in a low rate/low playerbase server. i doubt it makes things any better in general, it just would create action in different levels but no way it would bring more players in the wilderness. the best thing you can simply do is to give 1 account to a returning player(yes returning, they're here to return play RSC, not specificially this or any server), with 99 flats and 80% of the maximium with the prayer/magic/ranged and they could modify it it to whatever stats they want and if that didn't boost PK'ing, then it's a lost case - unfortunately. if they wanted to farm and PK at the same time, they would need to make another account for that, should be fair enough. you just ain't gonna bring PK'ers out of nowhere, it's always the same faces, from server to server. now it's little bit different because everytime new server opens and old one is gone, the bar is getting higher to start over again/anymore. that makes people vanish automatically and that's something we can't afford. one of the most succesful XFER's ever was from RSCA to turnip, don't forget that). if you ever wanted this being more populated, you could just do it and that would be the absolutely maximium of what PK'ing still can be on 2017.

if there's actually who disagrees with that, he doesn't understand or care about this game in general, he cares just about himself. do we really care how somebody got his account? isn't the PK'ing the most important thing afterall?
