6) sure, but don't neglect the wilderness - if out of wildy gets new boss(es) - wildy should be considered too. perhaps a roaming npc in wilderness that drops new uniques or whatever, could attract skillers too
7) whatever happens, flats generally will always control hs, not much u can do about it. would rather see a points system where you gain points for kills or w.e that can be spent on rewards, however this opens up opportunities for abuse but with a active staff team it could be handled
8) skillers have said 100000 times, u can't force skillers to wanna go wildy but I do agree when there was better resources in fort it was generally more active but more often than not it's just a bloodbath when skillers try go there because they aren't prepared to fight or learn how to. slight increase in resources gained p/h, rune sets going to chest (would be cool if food still appeared when u kill someone..) could possibly increase activity but could also just end up benefiting pkers more than skillers.
the other suggestions I support 100% u usually make shitposts but this one has some decent suggestions, especially quick PK sets from bank, for example ::pkset1 while in bank could withdraw rune large plate legs 2h diamond ammy str pot 100 fire blasts + swordfish, ::pkset2 could be ruby ammy variant, :pkset3 could be with bow/arrows, blah blah blah, idk something like that. now Uncle is back who knows maybe he might finish it , I know he was working on it at one point
