I'm not saying ditch the quest or the requirements to wield it all together...
I'm just saying when someone has 50 mining, 53 fishing, 53 cooking, 25 herblaw, 55 quest points, and has also completed Shield of Arrav, Dragon Slayer, Merlins Crystal, and Lost City AND has STARTED the Hero's Quest...
They should then be allowed to wield the Dragon Axe.
I'm not trying to make anything easier. This doesn't give any advantage. We know damn well there isn't anything challenging about this quest. There isn't some KBD level monster that we have to kill. There isn't any kind of stringent requirements to complete this. There is no difficult puzzles or complicated things to do to complete this.
The only difficult thing about this quest is spending the time to find a member of the other gang to help you get the candlesticks.
Shield of Arrav is different because anyone can start it and complete it. I can create a couple level 3s and complete this quest in a half hour. I would be curious to know what % of the server is eligible to start Hero's quest, and of that the breakdown between Black Arm to Phoenix Gang member.
For the nostalgia freaks... I don't know if you recall since it was so long ago, but you did not have to wait weeks to find a partner for this quest back in the day.
Yes I've been looking in-game all day. Yes I've made a forum post. I am just not keen on waiting a week then asking Mod Billy to help.
Nevermind, don't ditch the requirements... but CHANGE THEM.
Honestly if they could just cut out the Phoenix/Black Arm gang part of Hero's, I'm fine with it. I just assumed it would be significantly more difficult to cut out a section of a quest as opposed to just changing requirements to wield a piece of gear. Or just let the person do both parts of the quest solo... anything is better than what it is now.

Im not sure how they could handle it, editing a whole quest would be terrible work. Maybe add a candle stick spawn right up to the part where you need to get the second person?
Sounds like a perfect solution to me...
- Black Arm Gang - Place a single candlestick spawn in the room where you currently have to search the alcohol cupboard of Grip. Unique item, cannot have more than one in your inventory.
- Phoenix Gang - Make it so when you talk to the cook in the nearby building he says something like "I found these keys in the grass outside." and they are the Miscellaneous Keys that the Black Arm Gang member trades you. Then place a single candlestick spawn in the tiny room you are supposed to range Grip from. Unique item, cannot have more than one in your inventory.
