What Staff will tell you
People will scam you constantly and we don't want to deal with it. It ruins self-accomplisment.
Why it's a bullshit answer
In my time as Staff on a similar sized server, there was only one instance I can recall of a player attempting to scam another with an account sale. It was quickly resolved. There's 200 players in the world that play this game. They all know scamming=automatic ban. No one's going to try to scam others for accounts. There's no skill or fun involved in clicking "Login" every 20 minutes for a month. There's no accomplishent of creating a 40 1 99, a 1 99 1 or any other build because every PK build is perfect due to fast rates and sub downs.

They don't allow it to skew the online count. At any given time you have large portion of "Players Online" purely AFK, training a flats, staker or new pker build, making it appear busier than it actually is. Why? Because they can't buy one. There are literally tens of thousands of inactive RscR accounts.

At this point, there are so many PKers and Flats by allowing account sales, training new accounts would be completely optional. Those with big banks would simply buy massive lists, thus decreasing accounts trained and decreasing subs bought for real money. When a player buys a sub for in-game GP, he didn't pay money for it, but someone did. If he buys an account for GP, Revolution makes nothing.
P.S. Yes, they could make it so it costs 1 sub to transfer. But if I want a "unique" account of sorts, it might take me months of buying Subs to train it vs 1x Sub to buy one pre-made. In the end, all of the Admins get a portion of Sub Sales which is why they immediately shut down the idea.
In my opinion the online count would just go up. Eventually you would get more and more new unique players playing, and a bunch of people training multiple accounts at the same time, i don't really see online count dropping due this. I know a hella many players who do not just simply have time anymore to train all the accounts over and over, but would play if they just had the accounts. They would get GP to buy some accounts way easier than to train all the accounts.. but well yeah you're probably right about most of the things you said, but i can't really see a noticable decrease on sub sales from this, would probably increase a bit? Anyways, it's a pretty stupid rule overall. I've played Private servers since the first server ever and probably around 100 others, and this is probably the first server to not allow it. Of course there would probably be a few bad experiences, someone trying to scam you and whatsoever, but thats your own risk, and it would probably happen 1 out of 100 times anyways.
There has been hundreds and thousands of accounts sold for $ already behind the scenes, and will continue to be sold, just can't really understand this. Maybe 1 day they decide to allow this, who knows. You're right about there only being like 200 players left in the whole scene, i would do anything to get them over here. This is a dying game and probably wont be here much longer. People in their 30s having 30mins time to play per day wont even bother playing because they know they can't compete. Waiting for kizl or some other nolifer commenting how its their own fault because they're playing 18 hours a day and it's really easy to train. blah
