I am playing on Android and I cannot get rid of the 'Enter chat message' box while I am playing.  It goes down when I hit the back button to pull up the keyboard, but right back up when I close the keyboard.

This can happen when you leave the app and type something and close the keyboard and return to RSCR.

The simple fix, press the back button to bring up your keyboard. Once its up, press and hold the back button until the Enter chat message box stops cycling. Might need to do it twice, but usually just once.
