Shilo Village general store NPC

So I realised the Shilo Village quest wasn't up, but then found out I could access the town anyway. I wanted to because the general store that sells vials is right next to a bank.

But the general store NPC doesn't seem to talk yet? I know you guys have a lot to do, but making the Shilo general store NPC functional would be really helpful for people who do Herblaw (especially poor users who haven't accumulated enough $$$ yet for auction house bulk-buying to be desirable), since the alternative vial collecting methods are really annoying in comparison.

Shilo village was always cool
It also has the shortest distance between furnace and bank

When will that be? Quest replication seems a bit slow (saw old posts back in Jan that Watchtower is coming soon, still not out), which is ok because the rest of the server is so amazingly well-developed and I imagine everyone involved in its maintenance have day jobs, but just wondering.
