Hard Clue - Digsite Digging

I have a hard clue that requires digging within the digsite. But every time I attempt to dig I am stopped by a workman. Does the quest need to be complete to dig within the area?

I've only done it after completing the quest, but if you are not on the exact square it will have the workmen stop you.  Remember, once it says dig around here, its within 1 square of you, so might not be hitting it exactly if it does allow you to do it without the quest (never tested on my guys for that)

Can check against the SS on my Dig location post under #23. Dig site to make sure you are on the right square..still doesnt work, its quest locked (like a few other hard digs)

Thanks for the response. I will test a few squares and see if I am able to dig without being stopped.

I have narrowed the 'Dig Around Here' dialogue box to a 3x3 area and cannot successfully dig the clue. So I believe the area is quest locked which is unfortunate.
