Outrageous prices and hoarding have made obtaining even a single hat an arduous task. If you are a new player dreaming of rocking a party hat on your character you are looking at a mountain to climb.
Not only that, the mountain is constanly growing. The law of supply-demand ensures that the prices are getting ever steeper.
Hats of certain colour varities are near unobtainable even for those who possess the wealth to pay for the ludicrous prices due to low availability.

Why does this matter? True, we are talking of mere cosmetic items that have no particular function within the game but rare hunting is a fun additional aspect of the game for many. It's also a good way to make some fast money.
Whenever we have rare events the server is booming. A party hat event is certain to do so as well, with casuals and players from competing servers joining in and maybe they'll stick around if they get lucky.

Why hats? While the new rare designs by Nisti have been an excellent addition alongside the traditional rares from RSC it is an obvious truth that party hats are the most coveted rare items in the game. The market prices speak for themselves.

Due to all this I suggest to introduce new colour varities of party hats.
